Defendant initially preyed upon the victim using social media

Atlanta–Fulton County District Attorney Paul L. Howard, Jr., announces the AGGRAVATED CHILD MOLESTATION conviction, by a Fulton County Superior Court Jury, of 27-year-old ALLEN JESSE HARRIS.

The 11-year-old victim in this case first met Allen Harris, the defendant who was 26-years-old at the time, at a park in Union City in July of 2016. The victim was with her 12-year-old cousin. During the initial encounter, the defendant asked the victim her age, and she stated she was 11-years-old. Later that year, in December, Harris found the victim on Instagram and began messaging her. After they had communicated on social media for a while, the victim asked the defendant if he was the same person she met in the park in July. At that point, Harris told her no despite their face to face meeting in July of 2016.

Their conversations continued on social media for about a month, and in messages from the defendant to the victim he described the oral sex he planned to perform on her while attempting to engage the young girl in “dirty talk.” On January 17, 2017, Harris decided to take an Uber ride to the victim’s home. The two ended up in the victim’s bedroom where they talked for a while. Eventually, the defendant began to kiss and bite the 11-year-old girl’s neck. Shortly afterward, he performed oral sex on the victim and penetrated her vagina with his penis. The defendant performed oral sex on the victim two additional times before finally leaving the home at 4:00am.

About one week later, the victim’s mother discovered the sexually graphic messages from Harris on the victim’s electronic tablet, and immediately took her daughter to the Chattahoochee Hills Police Department. At that meeting, the victim’s mother used the tablet to show investigators the graphic social media messages that the defendant sent to her daughter. Harris also sent pictures of his penis to the girl through social media. In one of the messages Harris sent to the victim after their encounter in her bedroom, the defendant said,

“You had fun? Guess it was meant for me to run into you again.”

The Union City Police Department arrested Harris on February 12, 2017. At that time, the defendant admitted to meeting the victim at a park in July of 2016 when she informed him she was 11-years-old. Harris said he made the mistake of contacting a minor and sending nude pictures of himself to the girl. He also admitted to having sex, both oral and vaginal, with the victim. At trial, Harris said the victim lied about her age and claimed on Instagram that she was 16-years-old, not 11-years-old.


Judge Jane Barwick, of the Superior Court of Fulton County, presided over the case. Assistant District Attorney Greta Morris prosecuted the case. She was assisted by Assistant District Attorney Gautam Rao and Investigator Donna Kimbrell of the Fulton County District Attorney’s Office. Sergeant B. Dyer, from the Chattahoochee Hills Police Department, was the Lead Investigator in the case.
